They eventually stop, Excel has a max column size of 16,384. Not sure what letter combo that would be (ZZZZZZZZZZ or something?), but it does eventually halt.
This is pretty fun! I'd suggest having the spellcheck suggestions not pop up correct answers (I typed "Ireland" and it asked if I meant Iceland, which was one of the answers I hadn't gotten to yet). And, for that matter, I'm not really sure why Ireland was wrong. I thought maybe it was because it shares its island with NI, but the DR shares its island with Haiti and DR was accepted.

You can easily download a rendered chart by using the chart's getDataURL() function. Then just create a new element in your document and set that element's href to the return from getDataURL() and bob's your uncle.
There's actually LESS genetic diversity in a single breeding population than in two separate ones. When you have two, they can drift in different directions or be subject to different selection pressures. With just one, all of that stuff is swamped out.
There's a general guideline called the 50-500 rule. You need at least 50 animals to avoid immediate inbreeding (and also stochastic extinction from a fire or flood or disease etc), and about 500 to have a genetically healthy population. That varies some after a bottleneck event since your genetic population will be functionally less than your actual physical one, but it's a decent way to approach the problem.

The budgets for all these agencies have congressional oversight. Additionally, there's an entire agency devoted to making sure there's a minimum of grift, the GAO. For example, here's a recent report they did on NASA's large projects:

I've always wondered why the Japanese didn't do the same thing in reverse. There's gotta be some tiny languages from small ethnic groups on the islands. At the time, it's not like we could have gone and looked up the words in a dictionary somehow. Even without it being encoded, it would have worked pretty well. And yet they didn't even think about it, as far as I know.
