The school system I work for has thousands of devices with these. They're basically like an SD card for a camera soldered to the board. They do not have the wear leveling and other shit a real SSD has.
They're slow, (comparatively) unreliable and small. Because they're on the board a bad one means a new mobo which is generally not cost effective so it's done. I hate them and the cheap shitty hardware that they come with.
I'd like to point out that these came before Chromebooks but Chromebooks are also using them because they use the same shitty hardware as the cheapest Windows devices.

I run a dedicated pfsense machine (old optiplex 755 with an old ssd) I added a nic to it. All network traffic must physically flow through it (1 nic goes to lan 1 goes directly to the cable modem). It's running pfblockerng and DNSBL with a bunch of sources. It's amazing. I can watch youtube videos on my smart tv in the living room streaming with 0 ads.
It's not over yet. I want to say surviving but given the spate of celebrity and personal friend deaths and my own health problems there's not enough wood on Earth to knock.
Vouchers also don't do anything for the possible damage/theft. I used to work hotels, mostly 3rd shift, and none would ever have gone for that. They also all always require ID cash (photocopied if cash) or not; even in the ghetto.
Let me possibly shatter an illusion though. Staying at a "nicer" more expensive hotel in not-the-ghetto doesn't make it safe or secure or have any less problems than the cheap ghetto ones. It just means the room might be cleaner and you might be compensated something for bitching instead of told to fuck off. I worked both.
I saw a lot of shit and basically if you go in and they look like they're cutting corners on things like, and I shit you not and am quoting an Indian manager fresh off the boat "We're not required to have coffee creamer", run the fuck away fast. I saw similar places not wash sheets to save soap money (different hotel, same mind set). I saw meth labs in "nice" hotels. It goes on.
But you're right they wouldn't do it just for the "reputation of being a homeless shelter" alone.
You could just have a desktop with vastly better specs. My 4 year old full tower still has better specs in almost every way than top end laptops do.
I don't understand the obsession with laptops. They have shit keyboards, small screens, are far more fragile, have less room to work (don't like having to clown-car my arms to type/use a touchpad), are generally under powered yet still exceedingly expensive. Yea, I have one at home and 2 at work - but I also have an illicit desktop at work (actually not allowed... for no reason).
The laptop's ONLY advantage is in portability, imo. But then I've never sat in a noisy coffee shop or whatever on one. I don't see the appeal in that either - I make my own coffee (roast/grind/boiled filtered water/french press) which is better quality for less money. To each their own I guess.

There is such a thing as more than one kind of obligation. Are they LEGALLY obligated to share? Likely no. Are they MORALLY obligated? That's definitely up for debate.
