I think that's the risk-reward trade-off. At the most elite levels, it'll all be about survivor bias. So even if that technique only works some of the time, those that it works on will have a better chance of becoming elite.

I could see the argument for the first (non-profit) but not the second (accept everyone). Filtering down to a set of folks that they think they'd be able to most effectively help would make a lot of sense regardless of reason for doing.
There's probably some bias here where no parent is going to want to admit that they've treated their kids differently (likely unintentionally). Not to say that there isn't useful insight here anyway.

To be fair, this is true of all departments and all people. Sales can't be successful if engineering and product don't build a good product with product market fit.
The idea of going somewhere where the biggest blockers to success are under your control makes a lot of sense if you have confidence in your ability to execute.

I would argue that even then you need to assess before making changes. If you're brought on for your expertise in process, you need to trust your own judgment on where the problems lie. Whoever is hiring you may have a sense that something is wrong, and may even have areas they think are broken, but if you're brought in as the expert, you should assess for yourself.

Lots of places, but I would guess finance and gaming have it at the highest percentage. They have the strictest performance requirements so algorithms and data structures end up custom built for the job more often.
Unless I'm misunderstanding something, a 360 review doesn't require this kind of ranking. A 360 review just indicates that you're getting feedback/reviews from all directions relative to the org chart (manager, reports, peers, etc). What you do with that feedback and if you stack rank or something similar is what creates the zero-sum game.
If you look at PARC and Bell Labs, the innovations from those teams didn't necessarily become ubiquitous while within those companies. They started there, but left before they found their market and adoption success. I get the feeling we may see that with Google's green field projects as well. Google R&D may identify important areas of the future but be unable to monetize and grow them in ways that make sense in the current business.
Otto (and Uber's acquisition of it) might end up being an example of that in the self-driving car side. Google incubates that vision, unable or unwilling to release it as the founders of Otto wanted; they leave and eventually find commercial success elsewhere.
