The article is vague, but I suspect this is referring to FMVSS-127 which makes certain active safety features mandatory in 2029 and also increases the difficulty of some required to pass scenarios. The new scenarios require responding from higher initial speeds which effectively requires longer sensor ranges and/or lower latency.
AV’s with enough sensing are generally quite good at stopping quickly. It is usually the behavior prior to the critical encounter that has room for improvement.
The question will be whether 17 mph was a reasonably cautious speed for this specific scenario. Many school zones have 15 mph limits and when there are kids about people may go even slower. At the same time, the general rule in CA for school zone is 25 mph. Clearly the car had some level of caution which is good.

I’d rather see the brain power in this community focused on solutions. Keyboard + mouse have lasted so long because they work surprisingly well, but I hope there is a day that we dream up something better that does not require slowly giving ourselves carpel tunnel.
+1 anecdotally I think it is often a combination of factors. And once you start looking/ exploring and realize you can get a comp adjustment, then that becomes an easily quantified motivator to pull the trigger.
We will at some point have vaccinated the true believers and be left convincing the rest of the population to get their shots. From that perspective, taking action to demonstrate that we are being absolutely rigorous on the safety of the vaccines might be the global optimal in terms of minimizing time to herd immunity. Especially if we keep manufacturing the shots while studying the data.
I believe helium is used due to it being more effective than air at removing heat. Vacuum is significantly less effective (as in, no convection in a vacuum)
Yields will suffer with current DUV process which must be multiple, multiple patterning. The mentioned switch to EUV reduces multiple patterning and should improve yield. But EUV has had its own challenges.
Bitcoin as it stands is the definition of inefficient. Consuming vast amounts of energy for no purpose. Yes, there are ever-changing explanatiins for Bitcoin's usefulness. But there is no fundamental reason why massive energy consumption is required to store digital value, or to make a transaction across borders.
As it stands, Bitcoin is actively bad for the world. We need more energy efficiency, not get rich schemes combined with electric heating for empty warehouses.
There are likely good uses that will come from crypto tech, but this doesn't seem to be it. (And I'm not knowledgeable enough to guess what they will be)
