Assuming attention is binary as parent suggested, than having someone in a meeting where they listen in, but in parallel working on something else seems to me to be a problem. Maybe the meeting should be split in that case so only people who are actually required and therefore spend their full attention on, are present in the split parts.
Not saying bossware is the best (or even an acceptable) solution to that problem, but it would surely be benefitial for an organization to reduce such inefficiencies.
Moving a TerraForm managed infrastructure, which has higher complexity than one ec2 instance, to another provider basically means rewriting most TerraForm code.

Well, from my perspective it seems common practice in most open source projects which are hosted on GH that maintainers at least consider PRs and typically only reject if the PR is flawed, incomplete or somehow adds feature creep.
Of course any maintainer is free to handle it differently, but if going against usual expectations, it would be benefitial for all involved to note reluctance to PRs prominently to the Readme.
For me when rarely riding a scooter (in Berlin) it is always frustrating that I am (at capped 20km/h) a bit slower than the flow of numerous bicicles. This also understandably increases frustration for the cyclists (I feel the same when usually taking a bike to work).

1) in those 8 person teams you mention there may not always be a place for an expert IC
2) companies often reserve the IC-expert budget slots for internal IC promotions while relying on management slots on external recruitment to a higher degree
The term is "product validation" which isn't core marketing of course. But for that you need initial users and to get these you need limited marketing efforts early on. No rocket science :-)

By why would I as typical customer care how an agency (who you are substituting) converts sketch to site? I want quality, good price, fast delivery. Everything else can be a black box.
