Should we have the option to flag Trolls such as 'tsetse-fly', then display a warning symbol alongside their login name whenever they post?

I wouldn't worry too much about it. People vote down bad submissions all the time. And I think if it gets way out of hand, pg has no problem banning people

Can't you think of a better put-down than "retarded"? It's one of those nasty things to say that show the truth to the phrase "don't get into an argument with an idiot, lest people have trouble discerning which one is the idiot". To be fair, POTUS is one of the most important people in the World. His team should be reading news.ycombinator.com for many (I would have thought, obvious) reasons.

update: No, now I come to look at it, tsetse-fly has been around for a while and made some sensible comments, so probably isn't a sockpuppet. mellow, on the other hand, is 14 days old and has mostly posted rubbish.
