This doesn't say anything about grooming your product backlog, which to me is one of the major benefits of scrum:
6. Once a week, everybody gets together for a few hours and roughly plans out the features that the product is going to have. The features are compiled into a list with the ones you're going to do first at the top, in the most detail.
Without having the feature set already groomed, those step 2 planning meetings are going to be brutal.
