Have previously started and sold two companies in the telecom space (last was an aquihire) by a large, publicly traded VoIP provider. Outside of the technical experience my greatest asset is translating the business requirements into real, plausible technical solutions that can get built and deployed in a timely manner with a focus being on the ability to enhance and scale as the business requires. Have developed or been part of the team that developed systems that supported millions of VoIP subscribers, deployments of thousands of IP PBX handsets, and my last project was actually building a prototype for a SIRI competitor.
Having managed the "global black list" for a major VoIP company (millions of subscribers) I can tell you it does make customers happy. However ... if you implement one you will inadvertently block valid calls. The FCC and big phone companies are correct about that. It's just not possible for someone like AT&T to take the risk.
Real life problems you will see and have to deal with:
- blocking of valid calls from legitimate voice broadcasts (i.e. schools / municipalites)
- managing trouble tickets from other phone companies opening tickets constantly for "blocking the call"
- managing trouble tickets from customers about not getting calls they should have
- how to deal with call attempts that do not provide proper signaling information (i.e. "anonymous" as the actual caller ID and not using RPID, PAI, or SS7 appropriately)

I started one of the first companies to deploy Asterisk based PBX's for business (pre 1.2), ran over a billion minutes of wholesale telecom traffic through Freeswitch, started a Competitive Local Exchange Carrier and sold it to a publicly traded telecom company where I ended up reducing their telecom spend by more than 40% and ended up being responsible for more than 25% of the companies profits in 2013.
