Does anyone know if Reddit targets ads based on the content of the sub-reddit in which the ad appears? That seems to make the most sense to me. Some advertisers will pay good money to advertise to people who are already interested in their type of product/industry/genre etc...

The bid is not the only thing that determines ad placement, Google has a quality algorithm that prioritizes better quality ads. Consequently it's possible for an ad with a lower bid on the same keyboard to trump a higher bid if the ad quality is sufficiently high enough (as determined by the algorithm).

You are glossing over the other point that reducing the transaction cost increases market participation and velocity in those goods which are advertised in classifieds. Craigslist is easier and cheaper than traditional classified so there are individuals at the margin who will advertiser in craigslist but would not have advertised in the newspaper due to difficulty or cost. Those marginal advertisers buy and sell goods/services which increase economic activity.

It's valid to argue that systems which allocate resources based on political processes rather than market processes ARE in fact less efficient, with the caveat that government intervention can produce either positive or negative externalities (or both). This is why it's a good idea to have the government subsidize scientific research which is not imminently monetizable (positive externality) but it's a bad idea to use the government to enforce domain monopolies (credentialism, cartelism, negative externality).

And yet youtube's DMCA compliance policy provides for more granular and specific information about the content in question and allows for easy to use counter-claim procedures for fair use cases... EDIT: After re-reading your comment it seems you've already incorporated this concept with your discount rate, I would argue that your conversion and discount rate are both too high. Premium conversion would probably be something on the scale of 1-5 percent, and the discount should be 5 percent (1/20).
It's instructive that we've already engineered ways of preventing the problems TEPCO is experiencing at their Fukushima. Many newer reactor designs have a passive residual heat removal system that removes decay heat even without electrical power to run cooling pumps.
