I just posted a Show HN for docker-run[1]. It can be used to implement the code running part for a project like this.

This is a replacement for glot-run which used the same technique to run code. glot-run was used to run code on glot.io the last ~5 years. Docker-run has been in production since November.

glot.io just added swift support as well https://glot.io/new/swift
