As a top-tier CS student originally from the midwest, I'm so happy to see this cartoon.
People of moderate wealth and/or intelligent love to look at everyone else as an idiot. I've never heard a brilliant person complain about the common man, only people who wished they were brilliant.
edit: I feel douche-ish for saying top-tier CS student. I was just trying to reflect that it's the opinion of most of the people there (whether justified or not)

Is the joke the fact that the image doesn't load? If so, I got to rework my sense of humor I guess.
It was a PSD(photoshop) disguised as PNG.
So technically it loaded just fine, it's your browser that couldn't display it.
I managed to download the original before it got replaced.
We'll never know whether this error was part of the joke.
