Back in my home island - where she lost her phone - we have a saying for being careful and not acting impulsively without thinking, which translates literally to: "you need to know how to swim and keep your clothes safe"
This is... very conflicting. On one hand, it sucks to lose your property and it feels worse when 5 fingers are involved. On the other, he's just an ordinary guy. That's really who we struggle against daily don't we? Other people.
He's not an "ordinary guy". He's a dirty, low-down thief that uses some else's property for his own gain and stalks the owner and her friends.
Not to mention he might have just bought the stolen phone from some junkie or something...
If you're buying phones from junkies, you should either expect it to be stolen (in which case, you aren't helping by buying stolen goods and you're just as bad as the thief) or wipe the whole thing.
I thought this at first too, but that video shows he's called someone from the phone. This means he had to have known the phone had a previous owner, making the unknowing purchase unlikely.

Years ago I bought some used hardware from one of my neighbours. It did not pay the full price but it was still far from cheap.
About 2 weeks later he wanted it all back because he had been cought on camera stealing it at work and his boss would not press charges if he brought it back.

3. You have no one to blame but yourself. You left your phone and valuables on the beach while you were in the water and you were drunk enough that someone lying under a chair with your valuables on it didn't make you think twice even when they didn't response to you.

I think the creepy skype call to the guy's friend ups the probability that the guy is less than innocent. But it's not totally impossible.

These days, we don't blame the victim. While not exactly smart, the owner was in no way responsible for the theft. The thief did the stealing, whilst the owner merely didn't keep her belongings secured. She didn't force the man into stealing her belongings.
I think the he is a she, if that matters at all.

This is sad. There is no proof that this person was the one who stole the phone (Of course, there is no proof that he wasn't). I wont tell you what to do, but I would never do something like this unless I'm confident that I have the right person.

Flagged - very possibly this guy is not even the thief... I understand why you'd want revenge on whomever stole your precious phone, but this is not the way to go about it.
if this is truly in Dubai, I suggest you get in touch with Dubai Police, they are very responsive and respond even to people's tweets ..

The thief is using that phone without disabling that feature. The original owner didn't ask for his phone to be stolen, and most definitely didn't ask to get his thief's pictures sent to him. This is not about pervasive surveillance, it's about a thief being an idiot (which if the pictures have anything to say, travels quite a bit).
