Of course they will, increasing the barrier to entry through legislation is a tried and true tactic of many large corporations. By co-operating and requiring licensing, you're creating artificial barriers that hurt startups and small businesses.

Besides, lets all be real here. Any government imposed rules and or stoppage isn't going to be adhered to by everyone and it'll only apply to the US. The cat's out of the bag, it's not going back in.
