Hyperloop seems to have been made to prevent California high speed rail. That the rail was "good" is difficult to make a case for.
It was a ruse designed to kill high-speed rail initiatives in California.

The article wasn't convincing to me. It's basically he-said she-said and the reader is responsible to decide which is more realistic.
He thinks Musk just blurted out the Hyperloop idea because that's Musk's style. Probably true but that in no way debunks his continued circus tour and world wide stomp to promote the preposterous idea.

HSR was in the media, Musk thought about it and thought he had a better idea. So he wrote that down and released it.
The idea that this is some galaxy brain political 3D chess so politicians wouldn't fund HSR is made up, its no where evident in the actual things Musk said. The burden of prove is on those that claim this was explicitly done to influence politicians, rather then being a thing he really thinks is a good idea.
