The best time I ever had walking around a city was in Los Angeles near the intersection of Hollywood and Vine and some guy was shouting "Tamale! Tamale!" and I thought I'd give it a try and I had my first Tamale and it was good.

This seems like a pretty snarky way to side-step what the guy was actually talking about. That being said, this is a utopian vision which I wholeheartedly support.
What was he actually talking about? Between the Star Trek quote and the stammering I couldn't figure it out.
