Indeed. An OOB interface is something you should always handle like radioactive material. It's volatile, powerful, and should be handled with extreme care and caution.
I'm not defending the validity of this article but it is very rare that Netflix, Youtube, or any other stuff backed by the big CDNs(Content Delivery Networks) cross actual metered transit connections(for the networks, not including what the end user has to pay for their servivces.)
Just want to throw out there that people should be allowed to be wrong. Especially if they've shown the capacity to recognize their mistakes and own them.
