Depends on which type of scale you are running. And it's not worth overengineering a project for a scale you hope to achieve some day. It will take away engineering resources from building something that provides value today
Legislation is always intentionally vague so that edge cases can prove themselves in court. I think they made the right choice by adapting the demands and wording to something that appeals to legislators.
Sure, it would make the wiring smaller and more efficient. But I also don't see how it would help in the chemical energy transfer to charge the battery.
