If you're referring to the FaceTime announcement, it was a third party that forced them to keep it closed (from memory).
I feel that Apple knows exactly what it's doing with this feature. There is a strong pull with iMessage for 15-25 year olds in schools, the kind of market something like this will go over pretty well with and potentially create more lock in to their message platform. Along with all the other photo apps that will take advantage of this tech. You could even just look at the Animoji as a tech preview for all the other devs.

Buy a mac (or ignore the Eula and run OS X in a VM), install the dev tools (free), install the app on your iPad (free).
If you want to publish, there's a fee (per year).

That lawsuit was because apple didn't pay the standard licensing fees for something Nokia owned, because Nokia was trying to charge more than they are allowed to (they wanted access to the iPhone patents as part of the deal).
So apple decided to just go ahead, knowing they'd loose but the loss would be at the proper rate (plus lawyers fees).
Try this site, I use it occasionally to help me ignore the fan / vibration noise in this building and it works really well (for my purposes at least).
There are plenty of different presets to choose from or tune your own.
Depending on my mood I'll either stop reading and leave the site, or fill in an (hopefully an actual) email address of the domain I'm on, then leave the site.

Just a FYI, with uBlock on (mostly default settings except for a few specific sites of which yours isn't one) I couldn't sign up at all, the field for entering the email address just wasn't showing at all.

That would depend on your instatution, all of the private schools I work with let the teachers find new apps and we can push them to the iPads pretty easily. Budget has been provided with a little extra so we can buy apps during the year if needed, and we do.
Running the same machine with Yosemite, no cpu upgrade but an SSD and video card upgrade. Thinking of putting new cpu's in as they are down to $35 for a pair, almost free at this point. Can't complain about the machine at all, going on 10 years now which is just awesome, and I do so love internal HD's on sleds.
The individual posts load really quickly, but the main page doesn't (well not as fast as the other one mentioned). Either way, both are fast and I wish more websites were like this, not just forums!
