Pay did not scale with Walmart's business. So you get sub-par skilled employees who only care about having a job to make a little money, and even then, most REALLY don't care. If you pay for an $8/hour employee, you're gonna get exactly that. If you don't promote and dismiss employees you're going to bottleneck on lackluster performance
