Microsoft has shown themselves to be very pro-open-source in the last 5+ years. Just look at things like VS Code. Microsoft is just the Nickelback of software, its cool to hate on them for no real reason (any more).

That is surely what is happening - a general (not always, I know!) rule in programming is to never delete anything, just mark it as deleted/deprecated/etc. and do not show it.

My University's (Minnesota) mascot is a gopher, but the physical mascot is a chipmunk/squirrel (debated) name Goldy Gopher - but it's definitely not a gopher. These rodents can be confusing!
"I was responsible for the majority of the Air Force's software programs" - as a former Computer Systems Officer in the US Air Force at a pretty high level operations center, this seems pretty hyperbolic, as no person is in this position. Maybe majority of the software for their area of work.
