Your computation is incorrect, 3 days out of 365 is 1% of downtime, not 0.1%. I believe your error stems from reporting .1% as 0.1. Indeed:
0.001 (.1%) * 8760 (365d*24h) = 8.76h
Alternatively, the common industry standard in infrastructure (the place I work at at least,) is 4 nines, so 99.99% availability, which is around 52 mins a year or 4 mins a month iirc. There's not as much room as you'd think! :)
Immigrating alone to a previously unknown country is very hard. I did it with my spouse and we struggled a lot.
I also had to stay in my job for 5+ years to keep my visa, I am just out of it now. I also struggle with on-off work ethic. Mostly depends on how interesting the work is (after 6 years it often is not.)

The ridesharing line of business has been profitable for at least a year from what I can tell. The plan was for it to cover all the other costs by EoY 2020, incl. HQ expenses and other bets like Eats.
This is a rule of thumb. You should always check your assumptions about code being correct or not. However, if somebody and their code have proven themselves unreliable, it is a useful optimization to first consider they are wrong, instead of first considering they are right (humility.)
In the rest of the world, and in CA before this change, drivers are paid per mile/time and riders pay an upfront price.
The only way this is possible is if Uber does absorb the risk for the rider's convenience. They will not be providing this service from now on because it strengthens their claim that the drivers are contractors.
For what it's worth, I agree that the drivers deserve more protection, and I also consider that it's impossible to envision Uber drivers as employees without totally destroying the whole concept.
The only solution that I can see to this problem is to improve the status of contractor for these people's health care to be covered at large.
Government is pretty bad in this country like in most other countries. I suspect it is because most good solutions are the product of balanced view-points, but politics and legislation is driven by public opinion, which is rarely balanced in its views.
