I can not see how this could be efficient. The amount of time you would spend evaluating the different options and the cost of having the edits rejected would not add up.
So alternatively..
Find people you think are good by testing them. Hire them.
I would personally like a few editors that I could trust. This would sort out the privacy issues too. Is there such a service that manages these contracts? It seems like a good business idea.
I disagree. There is some correlation but certainly not the only cause. Especially as there are many people who have not overcome their problems, and this will only exacerbate their attitude.
Many people who have had very troubling backgrounds are very troubled by very small things. My wife works with homeless people and they thrive on the small problems, not able to see the whole picture.
I think that it comes down more to 'control'. Control of their own lives and influence over it, with security and safety. People that have got over difficult situations do feel in control, but they are not the only ones. For example, people who challenge themselves.
I agree with you to a certain extent. However, I think that there is still some scope for useful regulations of established standards. For example http(s) should not have any limits put upon it. I would be happy with just that. The FCC will always be behind the times, but they can still offer some security in what would now be clearly unjust to tamper with.
They also package them up as @font-face with all the variations needed. I would be warned though, font rendering varies so greatly, that unless you test extensively, most will not be good enough for anything but headings.
