What a fantastic way to encourage adoption of a new mobile phone - encourage developers to annoy users with full-screen ads as much as possible.

Problem Amazon is trying to solve is the lack of fire specific apps.
Hmm, if only there was an app store with > 1 million apps already on it they could have included support for...
It isn't that simple. Google's app store comes with a whole lot of tie-ins (e.g. Google Search as the default search engine, Google apps as the default apps for many things, etc). Google's ecosystem is competing directly with Amazon's ecosystem in some areas, in order to have the Play Store, Amazon would have to cut off their leg to save their arm.
