There's some classic doublespeak in this. The defense of giving people rides to polling places or employers giving time off for people to vote is not considered an inducement for "reasons" they don't elaborate on. If it was there is free rides to anyone from point a to b on this day, then I would agree, but if it's you get a ride to the polling place because it's expected you vote... Also if employer was saying that anyone can have x hours off on the day the vote is held, then that's ok, people can do whatever with free time off, but if it's you get time off because you say you're going to vote... Both would clearly fall in to inducement.
So back to a, we don't like Musk, mantra. Because it's a lottery for a petition. Being registered to vote is a prerequisite, but so is getting that ride to the polling place and that time off to vote.
