Because our regulatory institutions have been gutted by endless cries of "regulation bad, corporate overlords good!". It's a nice feedback loop too because now everyone just assumes regulation in of itself is ineffective as opposed to being systematically dismantled by politicians bought and paid for by the same corporate overlords profiting off the lack of regulation.
