Is this really a sample of 40 respondents? While I agree with the point the article is trying to make, it is a terribly unscientific poll, prone to the kind of error and duplicity that the republican convention seemed to be full of.
This is running Windows 8 Pro or standard. This thing is really a full-blown PC in a tablet disguise. With a bluetooth keyboard, you can run Visual Studio and any other full-blown "real" app on this. This makes it much more capable than something running Android as it can do more than just browse the web.
