It's not ordinary citizens' job to figure out solutions to these problems. Government has teams of intelligence agencies to answer these questions. Encrypted chat is fundamental infra that shouldn't be blocked.
Indian government also blocked Telegram a while back to prevent exam leaks and stopped Whatsapp's rollout of usernames (which has some legitimate concerns) but more or less it wants complete China-like control of it's citizens' communications. Except no one uses any homegrown chat app (for good reasons)

I think they'll catch up in pure model capabilities but they do such a terrible job of making products from which to use their models that having the best model doesn't end up mattering.
