It was obvious to many people that the stock price would rebound significantly after Musk settled with the SEC, so the stock had already effectively increased in price before market open. Robinhood couldn't find anyone willing to sell you shares at the market close price Monday morning because there were none to be had.
That is incredible. The market cap of XRP is almost 8 billion, and having so many coins with a competitor would most likely crush the currency. I'm having difficulty imagining why Ripple would ever give a R3 the option to purchase 5% of coins in circulation, business agreements aside.
I can't speak for other schools in the US but I am an undergraduate in the CS department at Stanford, and it's fairly common to have an open-computer test to refer to notes and the textbook. Other students sit around you and it's most likely fear of another student approaching a TA that makes this enforceable.
