The French Laundry is a very niche product, which Facebook is not. I think a more apt analogy is suggesting McDonald's to include more "healthy" options or a coffee bar because the competitors do it and it's a successful business strategy.
This seems like an extreme way of thinking about it. Maybe they like taking/looking at/sending the pictures, but between work, summer camp, soccer lessons, making sure everyone's fed, etc, they just forgot to book a session, and seeing the ad reminds them to do it. In this light, it seems like a great thing for both sides of the transaction.
IMO this is the wrong metric to look at. Any company that has experienced hyper growth (like FB or Amazon) will see very low average tenures simply because of math. The right metric is avg tenure at time of attrition.

I'm pretty sure you're conflating H-1Bs and Green Card applications. H-1Bs do not have this stipulation, and you're not required to put out ads for the position (like you do for green card labor certs).
The only stipulations for H-1Bs are that you work in a specialized field as described by USCIS, that you have the requisite degrees (and that the position requires those degrees), and that you're paid market salary. Whether the "market salary" describes the actual market is another issue, and should be enforced by the government.
