It's not a granted patent -- it's an application; in fact, it's been rejected twice. After each rejection, the attorneys have called and spoken with the examiner, then requested a re-examination. This is not a new or innovative algorithm. This person is performing one step of the conversion of a CFG to Chomsky Normal Form. Please see Sipser’s “Theory of Computation,” page 107.
