There’s a lot of good criticism here about edge cases and getting buyin from large customers. But at the end of the day there are a ton of companies with zero game plan around their contracts process, plenty of room for a good product.

There used to be a terrestrial radionavigation system called Loran-C that could be used for positioning and timing, but it was decommissioned in 2010.
Loran-C was a high-power, low-frequency signal as opposed to the very-low-power, high-frequency signal of GPS. This made Loran-C less susceptible to jamming. It was a nice backup.
We make an API for embedding all kinds of content from the web.
Think of sharing a link on Facebook or Google+; that's the basic functionality that we've been providing to our users. We're more than that, though, and we're looking for a couple people to help us take it to the next level.

Natural Language Processing / Machine Learning Engineer:
As I mentioned above, we're looking to take our API to the next level. NLP/ML is going to be a large part of this. We have access to a fantastic amount of data, and we want someone to help us leverage it.
Right now we have some NLP/ML stuff dealing with textual content extraction. We want to do some semantic analysis and categorization to come up with information that is useful to our customers.

Best case, 10 startups pop up all at once as a result of these grants, and more follow. I think this is actually a reasonably good try at jump-starting a startup culture.
The nice thing about a web startup is that, aside from "culture" and government regulations, there aren't really any reasons you couldn't run your startup out of a cabin in remote Alaska with a satellite internet connection.
Of course, it does go deeper than just an initial seed. There also needs to be a government with policies that won't restrict the growth of startups.
For all the complaining in Maine about college graduates leaving the state, I would love to see them try something like this.
Still, the reasons for interference are more political (FCC rules), than scientific.
There's only so much usable electromagnetic spectrum out there, so neighbors need to play nicely together. Especially when your neighbor is trying to do something awesome.
The title of this article has it backwards. LightSquared's technology is entirely scientifically feasible.
The problem is political-ish, and the U.S. government and GPS industry carry a good portion of the blame:
The way that spectrum is allocated in the U.S., the chunk of spectrum that LightSquared got just happens to be designated as low-power, space-ground. Or at least, that's what their neighbors (GPS) are doing.
According to LightSquared, GPS makers have been lazy in their filter design, under the assumption that they wouldn't have to deal with much noise from neighbors on the spectrum.
I can understand saving cost by not designing really aggressive filters, but it would be sad to see an innovative idea like LightSquared be shut down because the GPS people don't want to clean their act up.
I hope LightSquared can trade for another chunk of spectrum that will allow them to move forward. This is really cool technology, and a great step forward.
