* If your community has few essential workers, stay at home white collar workers will keep your infection rate down (see East Palo Alto vs SF)
* Having world-class public health universities is a big advantage (Stanford vs UCSF)
* Control outbreaks in vulnerable locations like Skilled Nursing Facilities
* Having an educated mask wearing public is helpful but not a big driver
