Hi Guys, my site looks like crap (www.paperhater.com) . I want a more web 2.0 feel to it. If anyone has any skills in this area and wants to make a $200.00 please contact me at ashleyreddy <at> hotmail . I'm not looking for the most unique design so if you had some css/html/js that you could legally repurpose that would work. Thanks

Your website does not look so bad. What you need first is a clear presentation of your product. Start by having one simple headline explaining what it does and one call to action. You're not looking for just a designer, you're looking for a designer and front-end developer. Rarely do you find someone who is good at both.
Minimum wage is around $8/hour and $200 gives you 25 hours (3 working days). This is for custom design, custom cross-browser development and testing. Yeah, you say you're OK with some repurposed design but that isn't really going to solve your problem.
Can you not do better than $200? If you could do $500 I bet you'd get a different caliber of responses - assuming you don't request change after change after change. Even $500 is absolute peanuts, though.
