One of my favourite things to bring up here is that when one 90s show I loved, the X-Files, introduced the Lone Gunmen--a group originally created as a foil to Mulder to give him credibility--one of their "crazy conspiracy theories" was that the government was recording everyone's phone calls. Scully rolls her eyes at them in this scene after they say that.
So at least some people believe that the current US gov, on the crazy scale, beats out UFO-chasing. But to be fair, 3-letter agencies and police departments have also done UFO-chasing, talking to psychics, etc.

This was also a period of time when the USSR was attempting strange, non-traditional methods of espionage and intelligence gathering, which, like the space race, arms race, and everything else during the Cold War, prompted imitations and a race-to-better from CIA and the military. Who knows how many arcane, incredible projects were initiated on either side just for the benefit of having scattered, incomplete information filter through spooks back to the opponent's intelligence agency. There it would cause confusion, fear of being severely outpaced, and an urgency to throw resources into their best-that-we-can-piece-together version of the project in an attempt to catch-up and surpass. In existential warfare any and all bets are always on the table, and particularly in one that was already defined by massive resources spent in the pursuit of previously unbelievable scientific discovery.
The US mil will try anything that might work in order to maintain global dominance, since it has been many years since that has been achieved, a backcatalogue of fails does exist. If things work out or not they will be used to throw off foreign governments and make conspiracy theorists look crazier. I mean, if it threw us off trying it, mise well get a modicum of ROI. George Washington was a master of disinformation, so its in our DNA.
That said I am at the future level by the quick scanning of this doc, there is some partial truths within its muddle and baroque construction. The next level stuff is always arrived at after much confusion. In the 3D spatial world we live in you can view the non-spatial dimensions in some ways most are not aware of. Commonly time is viewed locally as motion and looking outward with a telescope is looking backwards in time. The universe is shaped as a sphere, within the universe the largest objects (black holes) appear as spheres, and the smallest particles appear as spheres. If you smash into either, you see what looks like superfluid vortices.. you poked a hole in a sphere and now.. I will go eat a donut.

It involved listening to audio recordings through headphones while immersed in a sensory deprivation tank. This was claimed to cause synchronization between the brain's hemispheres, leading to altered states of consciousness.

So is this just the type of stuff that the CIA intentionally leaks to throw off foreign governments and make conspiracy theorists look crazier? Or do / did higher-ups at the CIA actually believe it?
