To give a little context, 99% of the US has clean drinking water[1] and 100% access to electricity[2]

I'm going to guess that, seeing as the update was made this afternoon, the story was posted before the story was updated. Not everything is a malicious act.
The URL slug has the article's original title.
I commented heavily in the PR post last night which I thought had good discussion. [1]
This seemingly adds nothing to the discussion and is a non-story IMO so this seems flag worthy to me.
