Interest rates will not go up like prior decades. The long-term trend is down-ward sloping. Only inflation can push rates up and that can only be achieved by reversing globalization and making the cost of labor go up.
Upstate New York is wealthy in water (a lot of it went unused). NYC is wealthy in economic activity that is taxed at a high rate to provide the State with resources. Are those resources allocated in a manner that is fair and equitable? I don't know.

Government's argument rests on the fact that Visa shouldn't acquire Plaid because of the potential technology they might create. This is a really dangerous argument.
