I would basically never assume that the EU actually understand the technical parts of these regulations. On its face it sounds pro-consumer, but USB-C is hardly a unified experience and I am almost sympathetic with Apple here from a user experience perspective.

Thanks for doing this. I have a green card and have been out of the country for a few years doing a PhD. I’ve been getting reentry permits during that time. Due to corona and having a baby I haven’t been able to return to the US to apply for a new reentry permit and it’s now expired.
How should I handle that, especially when crossing the border? Have they relaxed the rules due to corona?

I don't really get your point here about point 2. If the father earns considerably more, then it would certainly result in less money coming into the household overall if he then takes more leave at 65% as opposed to no leave at 100%. Why would he do that?
