That is as much hacking as pouring water over a public pluviometer. Might even be closer to vandalizing if you asked actual users of that route during the experiment. But, to be fair, I enjoyed it a lot when it was first posted.
A book that I loved since the first time I picked it from a library shelf back in 1998 or so, "Computer - A history of the information machine", lists the following book as additional resource about the history of the Internet:
