I don't think it really does mean that. It would be nice if it was used that way, but I think many people just use the vote arrows as an "agree" button than a "more posts like this, please" button.
I've sometimes thought that sites like this could try adding another set of arrows, and then have a "good post / bad post" button and an "agree / disagree" button, but I think people would probably just vote both up or down most of the time anyway, so it might not have any effect.
However, it would allow for more control over how votes were weighted. Like, if a comment was receiving a lot of "disagree" points, but still received "good post" points, you could artificially raise the comment because it may generate some good discussion.
I wish there was a way to test something like that without requiring you to have a pretty big userbase already to test it on.

Has anyone seriously though about continuing where Palm left off with WebOS? It seems that at this point, WebOS would run just as well on the hardware that Mozilla is targeting with FirefoxOS, since the last WebOS phones came out what... 3 years ago?

Agreed. I loved Bill Nye's shows when I was a growing up, and I think he made a positive difference in my life. I don't know if participating in the debate will have had the same effect on anyone there.
I wish Bill would continue the kind of work he did when I was younger, instead of debating creationists, or going on FOX News to be the wacky scientist from that kids show that explains middle school science to the viewers.
