I'll note that you've called this person a friend in your post, so it's likely you know them pretty well. Instead of asking strangers on the internet with only a very reduced understanding of your relationship dynamic and past conversations, why not have a chat with your friend and ask them directly?
If you're considering this person as your cofounder, you're going to need a strong communication foundation. Getting offended by a perceived lack of respect (which could be valid, but it doesn't sound like you're sure they meant offence since you're asking the question here) is not a good place to start any business relationship.

I wouldn't bother with the todo app. It's too generic on a resume to gauge anything relevant (since more tutorials are copy/paste and don't show any major problem solving).
Just start applying on Seek. There are tons of short term gigs that will take anyone. That's a great place to start.
Portfolios (i.e deployed personal projects) are huge here. This differs a lot from SV where they seem to have less bearing to get you in the door. The main point of note is that the projects need to be unique in some way.

That's just untrue and useless to claim. It doesn't help the conversation. Moving away can be a solution to a lot of problems. It might not be feasible in all cases, but it would still solve the problem at hand.

Why make such an absolute?
Here are a collection of societal problems where "just move away" would be a great solution (some are dumb, but I think they're still valid):
* The local community has pushed towards street art in local parks. You strongly dislike street art.
* Your neighbours like to get drunk (in a non-violent way) every night. They're not overly noisy, but they have gross yards and you have a level of concern that the drunks will eventually make a terrible choice that impacts you (such as drunk driving into your bedroom).
* Lack of kids. You have a family of 4 and the local neighbourhood is filled with retired professionals with no kids. You want to live somewhere that enables your kids to socialise.
* Wayne, your long term neighbour, is using meth. He's managing his addiction very well, but he openly shoots up in the shed with his roller door open. You don't like seeing needle drug users shooting rock.
I don't disagree that useEffect is a great extraction overall. But the mental load to understand it vs. explicit lifecycle methods is significantly worse.
The ability to subscribe is indeed amazing (this was much more verbose in class components).
If so, I'd personally default to Australia and worry about the rest after having some success.
