Nowadays a professional hydrologist is who you'd contract for the task. They will do a geologic survey and fracture trace analysis using data from satellite imagery, the USGS and related state agencies in order to identify fissures within the underground rock formations that are most likely to hold a suitably sized pocket of water with good recovery. Then they might conduct electrical resistivity tomography to directly measure and image the density of subsurface material to identify water pockets and narrow down good drilling spots. It's a far cry from the sort of thing that might be characterized as dowsing.
Are you aware that it's not the police or city who own the CVS? It's also not the police or the city who own the 7-11. It's not police or the city who own Binta's African Hair, or the community center, or the stores in the Mondawmin mall, or the McDonalds, or the majority of the other property that was damaged. It's individuals, private citizens, neighbors of those who are looting. Will you please explain how looting and burning down your neighbors private property is justified by civil rights violations that may have been committed by agents of the government?

And, for the most part, it has little to do with breaking the law. In many places, including the vast majority of the U.S., DIY weapons (with a few exceptions) are perfectly legal provided you are not a prohibited person.

What makes you think that 2A supporters fail to understand this? The ubiquitous availability of deadly weapons of all forms is a common theme in the utilitarian argument against gun control.
Or perhaps it's because shoot outs are extremely rare pretty much everywhere. Most of the places where shoot outs don't happen have little in the way of heavily armed officers or security consciousness.
Let's put those numbers in perspective, though. The CDC [1] claims that 600,000 people die per year due to heart disease, most of the causes of which (again according to the CDC) are people's choices in food and drink. That's pretty good evidence that food, on the whole, is not safer now.

I haven't seen any job boards specific to Scala, but there do seem to be more jobs popping up looking for Scala experience.
You could also work at evangelizing Scala in your current (presumably) Java shop. I've found success with this approach by getting other developers interested in the language and mentoring them, especially during the steeper parts of the learning curve. If you can pique the interest of a good portion of the development team it's often not too difficult to get a new language introduced through smaller non-critical or non-production systems, which is a good foothold with which to get the benefits visible to the wider group. YMMV of course.
Odersky's Programming in Scala is a fantastic book, but unfortunately so far as I know it has not been updated for the last couple of versions of the language and libraries which have some significant changes.
Still, it stands out to me as the best introduction to the language.
Schuyler has an entire instructional series on lock picking on YouTube that's very good. He introduces the concepts and terms, uses cutaways to illustrate the mechanisms and walks through basic beginner techniques for common locks. Highly recommended.
