Surely you're thinking of UI design. The term UX design was coined because it's not the same thing. You're right that UX design is not principally intended to benefit the user. That's by design.

It reads like SEO spam: a plausible collection of statements scraped from other articles and then cobbled together with no understanding. It's a shame that stackoverflow has sunk to this.
I'm receiving scam calls from India saying "Your Amazon Prime subscription is about to renew, please talk to our representative if you wish to cancel". If Amazon Prime was easy to cancel this scam wouldn't exist.
(I actually tried going along with the scam, but his call centre was so noisy he couldn't hear what I was saying, ffs.)
"Open banking" and "cross-border banking" are two different things. The UK will definitely continue to have open banking. The UK-EU banking relationship is still up for negotiation. (I'm not hopeful though.)
This is bad but it's not unusual. There are similar issues in Firefox and Windows. Nobody gets UI asynchrony right. There are race conditions in everything. It's particularly noticeable with a slow computer.
In the UK bitd (~1980) the test number was 174. It just rang you back when you hung up. There was no message. The exchanges weren't that sophisticated.
