Of course the chip is a custom design ( as it mentioned @ Wikipedia ), because ARM generally do not provide the peripherals and you can "bolt" whatever you like.
Apple may be a big company, but they definitely lack the skill set to do such large chips themselves. The wild rumor goes to their attempt to ditch BRCM for wifi's chips for ages, something that would have happened if they had the resources to design something themselves. Not to mention the huge chunk of chip on the new macbook 12", rumored to be from the acquisition of Anobit, which if you have some knowledge of design is at least 4 generations behind.
That of course is a speculation, much like Anand's quote of "custom ISA implementation" from A8 and onward, but at least the nm process can be seen to be quite old.
Granted we talk for the same country, I hardly can call that a winning.
There are stupid and mentally challenged people everywhere and they are easy to manipulate. There always be people from ex-Soviet satellites who still think USSR is the best thing the world has seen, so they just want to be fed such information, regardless is it Putin or someone else.
At one point the whole FB/Twitter agenda is made to spread news and events from "reliable" sources ( See how FB is used in USA's pee-presidential elections and its propaganda ). Russians, and not only them, the "creators" of social media exploit that opportunity for their gains. On one hand, Russia is trolling people, on the other, FB/Google/etc are forcing people to do stuff ( mainly to click on ads for revenue ) so can't blame one side or another for exploiting the system. Yes, one might say those are two different things, but at the end, the ordinary person is fed with a specific information, usually not wanted by him/her.
Not myself, but a very good friend tried that. He submitted all the paperwork electronically and went to Estonia for a week to open a bank account.
From the 3 banks that are supporting E-residency they all denied to open the account. One of the managers he talked with explained that the bank do not open accounts without physical address in Estonia.
Probably that will change, but that's experience from end of September this year.
Not to mention the disappointment for the whole process, which is not as advertised, although he did a very nice trip to the country itself and was worth it (his words).

It took me almost two months to open a bank account once I was there and even then I was considered lucky given the requirements at that time.
But it is not that easy in Estonia either, second hand experience from a friend - he went there to setup a startup to be used later, but no luck.
The problem is that in order to operate as a startup, as the whole point of the e-residency is, it's not that easy.
Getting a bank account as of end of September is quite hard, border line of impossible. Without a bank account, no startup can be setup properly.
Other than that - very good idea and probably the execution will be even better in the near future.
