I am in the same situation as you and I understand you better than anyone. Someone who is not in that situation doesn't understand and they will try to give you advice like make a list of tasks, use pomodoro or other technique...none of them work...email me if you found a solution...i was really thinking of going to Bali and train my discipline and brain with those monks there and have a better life.
Maybe talk with other developers and go somewhere nice and code from there something fun, build a MVP...I would suggest going to Spain or travel around Europe and code on the road :) It will be fun for you and maybe you end up with a fun project after this experience.
Have u done some market research? Would ppl use such a system? Try maybe to get a list of 200 ppl that would use it and after that build it, maybe more devs will be interested in joining once a base customer list is set.

That is just a planning board...how do you deal with everything else like time tracking and client management...or you just use other apps for each specific role
As I said in my post failure is a learning process...I think 250$ is a good value if you learn something for your next startup and avoid losing your shirt again.
Unless you want to build the next Facebook and want to have all the 1000000 features from day 1 you do not need a lot of money to build your prototype. You should stick to the lean methodology and build a MVP. You do not need fancy design build it with bootstrap or just use some templates. The idea is important, the product is important, the quality and the value of the product is important for any investor.
My advice is build your MVP and release it and see the feedback. Send emails to people in SV and show them your product, show developers your product because maybe some of them are from SV and will show your product to other people there. I am really not sure what your idea is about but do your really need a lot of money to make it happen ? If you are already working on a prototype that is great, it means that you will have something to show and if you have something to show than you can validate your idea into a product based on consumer feedback and if you can reach the validation step than you will find investment.
He has interest in developing but has no clear plan and as a client he doesn't know all the improvements that need to be made to a application every day in order to make it bigger so he will probably invest just in some small additions to the site like new features and stuff like that
