The problem is that recruiters carpet email (bomb) programmers, for many of them it's a numbers game. They aren't interested in taking the time to get to know you and frankly I don't expect that they do.
The best way, in my opinion, to get a new job is to be proactive and search for it yourself. Contact companies directly, use your network and see how you get on.

sure it's possible, but why would you want to integrate it in something else ? It's a stand alone software that can do most things that a jobsboard should do.
I use jobberbase, http://www.jobberbase.com/ , on a site http://jobsinireland.org/ it doesn't handle payments, but the verification of jobs is easy, as it sends the admin a link to approve the submitters first job. After that they can post again with out the check.
For the domain name, aaronsw.com . It's currently not possible to register domains for more than ten years.
You could envisage some sort of way have putting the domain in a trust fund. Where there would be funds to renew the domain, you could potential show how much is in the fund, on the trusts's page. And as long as there is money in the fund, the domain would be renewed. The domain technical contacts, and possibly the other contacts too would need to be put in the trusts name so that they can renew with the registrar, and possibly change the DNS if needed.
As for the hosting, you could probably run a script that would take a static snapshot, and save the files in plain HTML. This of course gets more complicated for sites that use things dynamically with database backends.
The article only covers the police. I wonder what the potential differences there are that could be in effect for other agencies in the US or international forces. Is there still a real black back door for the right level of clearance ?
Have you done anything else ? Any track record doing things ? Have you even done an app ? If you are not really a developer perhaps you are missing the fact that some of the technical bits may be tough to implement.
I would go for two options
1) Can you do something small on your own to test the market, or test the technology
2) Jump in with another technical team's start-up, and do their biz dev, and get your start that way. Maybe after idea is done they may need a pivot idea.
If you are having trouble starting, and you don't have cash (esp. from investors) then I'd personally drop it until I was in a position to either do it myself or had a team.
This was exactly what I stuck with me. Intention can be either direct or indirect. I'm no lawyer, but it does sound like that statement had the once over by a few.
The cart process was fine. Maybe more visuals like "buying now without registration", which I think is possible, would be good. Decrease people's pain as much as possible !
One small comment. When I buy from stores, especially from niche ones, it's nice to know where they are. Like "All items are designed in our cozy office in Stamford, Lincolnshire, right in the heart of the UK country side".
The lack of contact details, really doesn't encourage me to buy from you.
Also, when I tried to buy something, I was surprised how clunky it was. It's possible that I may want the same poster as the one you present, I'd love to see the option to add that in (or have it in by default).
