Almost every worthwhile repo on Github has a README. A lot of them even use markdown. In terms of the source code, Github is for Git users--people that care about the code and commit history. Google Code isn't tied to a single VCS like Github, but it should still be developer-centric. After all, it's Google Code, not some app store.
I personally hate it when sites do this. That's probably the best way to make sure I don't come back, as I'm not likely to remember the generated password. Worse, how do you give them the password? Email?
I think there's a lot of understanding to gain from building a computer from scratch. We've abstracted computing so much that starting over gives you a unique perspective on some of the big problems still out there, as well as a definite appreciation for the innovations we've come up with--even if it's nothing new.
I'd argue that it's much more than 12. That would be ~20 GB/movie. I don't think Netflix's HD streaming is anywhere near Blu-ray quality. My roommates stream Netflix all day long and our usage has yet to break 200 GB. Not that I'm defending Comcast...
