Well, the users are actually tracked with server-side script (PHP in your example). How it is different from tracking users with HTML? Besides the fact that "CSS selectors ensures that the URL is only called when an action is performed". Or using plain JS.
The only benefit is ability to track with JS disabled and only after certain action is performed. But the title is misleading
