Your issue is but one of a variety of issues that could be fixed with better governance... here's the elevator pitch...
PPL
Peoples Policy Lab
The majority of governments around the world no longer serve the interests of their people. Increasingly governments are working in favor of corporate agendas, where we see out-of-control capitalism dividing humanity and pushing us to the brink of environmental catastrophe, if not, all out war. Power must be returned to the people if we have any hope of avoiding the complete degradation of our planet and the human race along with it.
How do we the people take the power back?
Having one voice is the first step.
PPL is a peer-to-peer app built on blockchain for the express purpose of developing best practice policies for all living entities and our planet.
PPL will invite the brightest minds of our time- leaders in their fields- to formulate best practice solutions before presenting them to the general public for testing and voting. Anyone can join with proper ID and by paying an annual fee of $1.
The platform will provide a ‘trusted’ source of information, where policies are derived from current scientific understanding. Once operational, PPL will work towards hardwiring itself into governments at all levels to address local, state, national and international affairs.
PPL will be launched with its own cryptocurrency, EarthCoin (working title). It is imperative we work within the current framework to push our best practice policies through government channels and financially back progressive politicians prepared to endorse and implement PPL solutions.
It's impossible to program what is inherently broken unless of course your software was full of glitches and had as many bugs in it as our governments. You can of course debug, but the glitches are impossible to predict, and thus program.
If you were to remove all elected officials from the equation, then programming becomes a much more straightforward task and could be done following due process. In an ideal world passing laws/policies would be a matter of logic, where the benefit of citizens and planet are the primary objectives. However, given the interests and persuasions of individual players, and the influences of third parties, even the deepest of phycological and analytical appraisal tools would come up short when trying to predict the decisions of any given policymaker.
Maybe that's the way to tackle this, remove the protagonists and concentrate on the system. Once you have a schema of the system, you could attempt to integrate the variables. Good luck with the latter.
IMO, I would start again. Determine where the power is now, and think about where it should be. How the decisions are made now and how they could be made better with your system.
In essence, there is a 5m prize pool for someone/team to come up with a UN 2.0. One that works. That would entail fixing governments for any kind of UN to work effectively.
