Manipulated in what ways? Advertisement is manipulation when it's successful. Asking users for a monthly subscription is manipulation when successful. Do we create a pop-up banner for each site and app listing out how data is used, so people can click X on those?
Transparency of data use is important, but simply saying people don't know isn't going to help. It seems like people want to shove transparency of data use in everyone's face until no one uses that software anymore. What is the win in this situation?
Having worked in the public sector in the U.S., email conversations are sterile for the fact that they are always potentially accessible through Freedom of Information Act requests. No one's having thoughtful and personal conversations over internal emails.
But there does need to be a warning to the public that their emails are going to be public. Just so they aren't surprised and can schedule a call instead of going into detail via email.

I read a lot of Nietzsche, who raves about Goethe as a representative of the latter half of N's Dionysian/Apollonian dichotomy—and in later works becomes the symbol of synthesis between the two.
Similar to you, I kind of ignored N's great characterization of Goethe due to Werther, but only because I thought Goethe was a one-hit wonder pop-philosopher novelist when I first started hearing the name. I was honestly confused about how Werther could represent so much of N's philosophy! And then I read about its author and found one of the most accomplished individuals in the 18th/19th centuries.
