FBI has virtually unlimited resources and they really want this guy. So, he only made it easier, no doubt they would have caught that even without the paper trail. FBI had access to his corp returns and to his loan application. Everything he has done is under the microscope and unless he can hand Trump on a silver plate, he's toast. He's almost 70 years old and you're talking about 20 years sentences.
When you deal with Russians crooks and people in those circles, you tend to lower your guard. You think you will not get caught "because in Ukraine they had money in suitcases," or through a gazillion shell companies. This is absolutely insane, especially in USA. Courts here are supposed to be impartial and just. If you increase your chances by x in a certain court--and you can file there--what justice is it? Shocked that this travesty lasted this long.
I wonder if it works: Company buys land to build office but sets apart a certain percentage for employee apartments. In essence a company town. Hires a management co to run it, no buys just lease. When the company folds, downsizes or whatever, the apartments are part of it. It costs, but it's cost of doing business.
Otherwise a huge company can distort the home market .
Maybe not enough land is available, especially in places like NYC or the city wont let them build 50 stories high apartment buildings?
In medieval times, I think they worked all day essentially for food. But this is also due to automation, farming in US especially is basically run by a few % of the population.
Bottom line is that they want the sale. So they have figured a system where they do it x% of the time and get away with it. Maybe they place a part of the cash with another car transaction?
In theory all transactions above $10k in cash must be declared, but penalties are only if you get caught and bonus time /end of qtr is 18 days away.
When you issue loans at xxx% interest, non payment for a lot of borrowers is baked in. Plus, collection should not free (taxpayers money)
